How much is the new building permit fee, and how is the excess collected fee refunded?

 The existing building permit fee, application fee, and scrutiny fee levied in local government bodies in Kerala reduced with effect from 01.08.2024.

The government has issued an order to reduce the existing building permit fee, application fee and scrutiny fee charged in local self-government bodies in Kerala from 01.08.2024.

Are additional permit fees collected refundable?

It may be clarified that the new fee will be retrospectively effective from 10 April 2023. For those who have paid the permit fee during this period, the excess amount paid will be refunded.

How to get refund of excess collected fee for building permit ?

To get the excess amount paid back, applications can be submitted through the Citizen Portal in Panchayats and through K-Smart in Municipalities.

When applying for a refund of the excess amount paid, a copy of the permit, details of the receipt of payment of the amount (if the receipt is lost, an affidavit by the applicant regarding the same) and details of the applicant's bank account and a copy of the bank passbook should be included along with the application.

In cases of death of the permit holder, the amount shall be allowed to his heir/s on the basis of a certificate from the Revenue Authorities. However, in cases where the permit has been transferred to another person and in cases where the permit has been cancelled for various reasons, the refund application shall not be considered.

The applicant may request that the amount to be refunded be credited to the Property Tax
