House/Building Ownership Change in Kerala
The application for transfer of ownership of buildings in the Grama Panchayats of Kerala should be submitted in writing and signed by the party or parties. The application should be accompanied by documents proving transfer or succession. The application can be sent by post, submit directly or submitted by an authorized person.

To whom should the application be submitted?
Application for transfer of ownership of House/buildings within the limits of the Grama Panchayat should be submitted to the Grama Panchayat Secretary.
How soon will the ownership be transferred?
Ownership can be transferred within a maximum of 45 days

What are the documents to be submitted?
In case of non-property (building only) Applications jointly prepared by the building owner and the previous owner (A court fee stamp of Rs 5 should be affixed on the application) (link to download sample application form is provided at the end of this post).
(In case of application by only one of the building owner / former owner, the ownership will be transferred only after giving 30 days’ notice to the owner / ex-owner as per the register of the panchayat and confirming that there are no objections)
Copy of deed document (must be produced for original examination)
Certified copy of the said orders on sale by court order or by auction
Certified copy of death certificate in case of death of the building owner Owner / Family Membership Certificate / other documents attesting to the Secretary regarding the right of succession.
What is the fee to be paid?
Applications submitted 3 months after the transfer of the building/House will incur a fine of Rs.500

The appeal can be submitted to the Panchayat Committee within 30 days
Other important information’s
At the time of receipt of the application for registration of the transfer of the existing building, the Secretary may give notice to the appellant in addition to the parties to the application in matters other than the party in the deed of transfer as well as the person appearing in the register.
The transfer of ownership should be notified to the panchayat within 3 months of the transfer of the property and within 1 year of the death of the owner of the property under inheritance. The Secretary has the power to impose a fine of up to a maximum of Rs.500 in case of default.
It is sufficient to produce the originals of the documents accompanying the application - copy of the will / inheritance certificate / death certificate / court order / sale certificate as and when required.
In order to provide the number, a copy of the plan approved in the case of transfer of flats, a copy of the deed of transfer and the application of the buyer of the building with the consent of the permit holder must be submitted to the name of the apartment for transfer of ownership of the apartment.
Why it tooks 45 days to change the ownership if all the documents are clear...

DeleteIn this digital world why panchayath still taking this much time to complete all this simple procedure. common people always waste their precious time in government office for this simple tasks. No government will support to help common people to improve at least this type of issues.

DeleteI've got the building permit last yr in the name of my father. Recently father handover the land to me and i buy some more land with the same boundary. And now i've change the ownership.Panchayat Secretary saying that, the if any change has come to the land with previous permit ( No change in approved plan and building permit) i should have to cancel the previous permit and apply for new one.Is it like that,any comment?
